How to import multiple images for composites in the web-based Photoshop?

I have used Photoshop for a long time but am new to the web-based Photoshop. So far it isn't clear how to bring in multiple images on multiple layers ? fCan anyone advise?

To get started in Photoshop on the web, you can open a cloud doc, click New file, click Import, or drag and drop an image.

To add another image to a new layer, you can click on Import image from the toolbar
