Adobe Photoshop 13 is CS6 and was not made for high resolution monitors (or for Windows 11). I don't remember if it had UI scaling, but it probably didn't because monitors have changed in the past ten years. Can you show a screen shot of what you see in Edit > Preferences > Interface?

If you have gotten CS6 to work in Windows 11, then you might have to change the scaling in your OS.

I see that you posted on April 10 and this has gone unanswered. A few volunteers still have CS6 installed and may chime in.
