How to make a name tag with a faint picture background

Hello, I am wanting to make name badges where I use our event logo as a background, but I want it to be very faint with text on top for an upcoming event and I don't know where t start. I am assuming with layers but I don't know how to make my background luminous.

Have your logo on a non background layer and reduce the opacity of that layer. Have a white layer below it.
