How to make floating document window resize with image?

I recently reset my Photoshop settings and now my floating document windows no longer resize with with an image, i.e., previously when I zoomed in or out of an open image the document window containing the image would resize accordingly. I can't find the setting for this. Any suggestions? Thanks. Windows 10, Adobe Photoshop 23.0.2

I contacted Adobe support via chat and let them drive, unfortunately they couldn't find a solution. The floating document windows will only automatically resize when I zoom via Ctrl + or -, but not with the mouse. They suggested I install an earlier version of Photoshop to see whether that might fix it, but I told him that was too much work.

 

I did reset my preferences again to see if the preferences file had become corrupted, but that didn't fix the issue either.

Are you using Ctrl++ to zoom in and Crtl-- to zoom out?

In photoshop go to Edit>Preferences>Tools and check Zoom Resizes Windows

Thank you for the suggestion, Jeff Arola. Unfortunately, Zoom Resizes Windows is already enabled. I tried toggling it this time, repeatedly restarted Photoshop, but it refuses to take.
