How to make Illumination from within a flower in Photoshop?

I am try to figure out how to use photoshop to make a composite of two layers. One a flower, the second a lighted shape like a neon sign. I want to make it appear that the neon sign was sitting inside the flower at night and the light shinning through the pedals translucently. Not an abstraction, but a glowing from within with the sign still slightly readable. Anyone have some ideas?
