Can you give the image an effect so it looks like a stamp?

There are several ways you can do this. One way is to set the foreground color to the color you want. Then use Filter>Sketch>note paper:

Another way to do it is to use a threshold adjustment layer, then use a gradient map adjustment layer to give you the color.
