This is a "lazy question", the OP, IMO s/he needs to explain more fully what s/he wants to achieve.

And what specifically are you asking? It's just some basic layered composite. Simply start by studying tutorials on ho0w to create cutouts and arrange things.

I'm not even sure that the image is a composit. It rather looks hand painted to me.

You could certainly get close using composited image elements, and apply some effects to give it the look you are after.

Photoshop's selection tools are so good now, you can knock something like this up in no time at all. I spent about 15 minutes on the example below mostly using just Select Subject — with very little clean up — to select the elements. The background used Topaz Glow to grunge it up, and the copy merged layer used Topaz Adjust 4 > Sketch with a layer mask to allow the Mars layer to show full colour. It litterally took me longer to create this post than it did to make the composite.
