How to open photos with Layers tab (instead of Properties tab) automatically at the front?

Question

When I open a photo in Photoshop (almost always by starting in Lightroom and moving the photo to Photshop), my panel opens up with the Properties tab at the front.  The first thing I do is click on the Layers tab to put the layers at the front instead.  Not a big deal in the scheme of things, but it would be more convenient to have the photo open with the Layers tab already at the front.  How do I do this?  Using Photoshop CC with Windows.  Thanks

What workspace are you using? How have you docked/arranged your panels? The most obvious answer is not to have the layers and properties panels docked together in the same panel.

Or just toggle F7...

A less obvious answer would be to record an action with an inserted menu item to toggle the layers panel on or off/on, then setup the script events manager to automatically play this action when open Photoshop, or a document etc. I am not sure how well the script events manager plays with files passed onto Photoshop from Lightroom.
