How to remove Lens flare from underwater photo in Photoshop

Does anyone have a method for removing or reducing sunflicker in underwater photos (see attached)?

One option is to select those areas and try to lower the exposure and contrast. However, the first thing that I would try is retouching using the Spot Healing tool.

Just a personal note, I like the sunflicker.
