How to sync settings between devices in photoshop?

I use photoshop on two devices (my laptop and my desktop) and I have notices settings and layouts are different between the two, making it tedious sometimes to work. 

For example, on my laptop I have to hold shift to resize things and keep it the same ratio, while on my desktop if I hold shift I can freely scale it. So when switching between my desktop and laptop I make mistakes like this. 

Also for layout, my adjustments panel on my desktop was in a different place than it was on my laptop.

Is there a way to seemlessly sync the two so all settings and layouts are the same?
