Here's the kind of DVD drive that's available nowadays and they're relatively cheap:

    Hi

You may be able to get your serial number using Belarc Advisor, depending on the model you decide to buy a lot of Laptops/PC's come with DVD drives, if it doesn't have one you could always buy a USB DVD drive

You can choose a second-hand computer with a disk drive (alternatively can get an external plug-in disk drive).

Without a serial number you wont be able to install from your disks. Did you register with Adobe when you first got the disks, if so, you may be able to retrieve the number from Adobe.

Earlier versions of Photoshop may not work with the latest OS.

If you do get a new computer you might consider upgrading to Photoshop CC2019. The Photography Plan includes Photoshop and updates as they become available, plus Lightroom for around $10/£10 a month.
