HOW TO TURN OFF PLEASE

I've reported this before, and it hasn't resolved my problem.
And in the last Adobe update a bug occurred like the video I attached. This happens:
1. When I open Photoshop
2. Photoshop loading video tutorial opening
3. I drag the file from Windows Explorer directly (without going through the file menu, open)
4. A crash occurred, my file opened but the opening video tutorial did not open
5. The results are as shown in the attached video

Please solve this problem immediately.
