How was this image created?

Hi Guys,

I am hoping that someone with more experience with Photoshop might be able to provide some insights into what filters were used to create the attached image. I'm also providing the original photo as a reference. Thanks in advace for any thoughts you might have.

It's hard to say. You could try some of the filters in Filter Gallery > Artistic. The image looks like some Photoshop grunge brushes were used to paint in the background -- you might need to do a search on the web to find similar brushes to add to Photoshop. It is possible that Photoshop filters weren't used; it could have been filters from another application like Jixipix.

Posibly using some of the numerous Photoshop painterly actions or manually. It will be difficult to say which action in particular because there are tons of them out there.
