Hpotoshop cant connect to adobe servers- cloud is connected

hi, so my creative cloud is connected, but photoshop acts like im not connected when i open it, then i "RE-CONNECT" even though am already connected...
and then it gives me the message that it cannot access adobe servers or something...

Photoshop i up to date...
any idea what happened?

on another less importantnote, my actions i saved got lost in the last update (thanks a lot for that adobe) any way to get them back?

any help would be greatly appriciated 🙂
