I am unable to copy and paste multiple vector masks into one layer vector mask.

Usually, in previous versions, if I had two vector masks that I needed to apply to a layer (one layer with multiple masks), I would:
 
  1. Select layer that needs vector mask
  2. Select proper mask in paths palette
  3. Command-click "Add Layer Mask" icon at bottom of layers p (this applies mask to chosen layer)
  4. Select second mask in paths palette
  5. With arrow tool, select second mask to apply to layer and copy it
  6. Go to layer's vector mask
  7. Select first mask that was already applied
  8. Paste (this applies second mask without replacing existing mask)
In 2020, this doesn't work. Instead of working as expected, I just get some pasted clipboard content (usually a layer or some pixel data) when I perform step 7.
 
Any ideas?
