I can't buy Photoshop in our country

Hi! I live in Montenegro and I wanted to use Photoshop. I liked the plan with the discounts in the advertisement... I tried to pay but got this message

"While this product isn’t available for direct purchase in your region (ME), you can purchase through various resellers available near you."

    Unfortunately according to the availability sheet, you have to go through a reseller:
