I can't liquify a layer with all layers in 'In Front' mode...only 'Behind/Blend' mode

For years I've had this problem: Photoshop can't liquify a single layer while I can see other layers that are IN FRONT of what I'm liquifying (that's how I want to see it because that's how the finished image will be laid out in terms of reference, scale, etc.). I want to be able to see all layers (the entire image) in front of the layer I'm liquifying.

For some reason, it's only liquifying the layer when all other layers are in 'Behind' or 'Blend' mode, not 'In front' mode.

NOTE: Actually, I can see what I'm liquifying in 'In Front' mode but only if I turn the layers' opacity down but....um....I don't want to do that either...

How can I fix this?

My graphics card is:

1023MB NVIDIA GeForce GTX 550 Ti (EVGA)

How are your show backdrop setting set.  The only thing Is was not expecting to see is that masked off pixels in the document are blended into liquify preview.  I do not believe this is a bug I quite sure that it is intentional. I have an old Nvidia Quadro 4000 display adapter installed.

Edit: I now see that lower layers do not seem to get blended into the liquify preview when you liquify a layer. At the top of this preview there is transparent canvas is shown when there is a background that is not possible the liquified layer  can have transparency the document can not.  The preview is not correct however the operation is correct when applied.

So you're trying to say it can't be fixed?

Not at all.  However it can not be changed by the users here we do not work for Adobe we have no access to Adobe Code. We can not change liquify code.
