I Can't Move A Background Without Photoshop Resizing It? Can I Fix This?

Every time I select another image using the rectangular marquee tool and then drag it to another image open in the background on Photoshop it will immediately resize itself to be very small compared to my image size. I did have a layer mask open on that same layer but I don't know if that effect that to happen.
