i cant download neural filters!!😬

for some reason i cant download any nueral filters, when i click on the download icon it starts to download for a split second but then reverts to the download icon. ive restarted photoshop about a dozen times, deleted all my preferences, uninstalled and reinstalled, scoured every self-help article i could find! nothing works!!!😭

im on ps cc 25.9.1 on windows 11
