Hi, lately I am not being able to use photoshop 2021 due to the fact that it does not allow me to move the available layers in my project, nor to put one on top of another! . please help!!!

For testing purposes, please try moving the layers with the keyboard shortcuts (or from the Layer menu):

Move target layer down/up

Control + [ or ]

Command + [ or ]

If this doesn't work, show a screen shot of your layers panel.
