I have a very strange error and I don't know how to fix it

Hi, I have this problem while I am working on my project. After getting shutdown unexpectedly while working on this file, suddenly there are strange color lines that stick to my layers and I cannot get rid of them. I don't know what kind of this problem and how to fix it. Need help immediately

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue? 

Does turning on »Deactivate Native Canvas« (Photoshop > Preferences > Technology Previews) and restarting Photoshop have any bearing on the issue?
