Blimmin heck.  There's no chance of fixing that completely.

I got it a bit better by splitting it up and fixing each bit separately, then putting back together, but getting the relative scale is impossible.

I am not sure if  you can still get SketchUp for free, but while you'd obviously need some time to learn the basics (it is a very intuitive program to learn) it would only take a couple of hours to recreate your drawing.  The difficulty would be knowing the dimensions — I can't see any lateral dimensions on the drawing.  With it being so distorted, it would be tough trying to scale it from the existing drawing.

My local council has a lot of this information freely available online.  Zoom in to a particular property and click on its street number, and you  can find a huge amount  of information.  Possibly not the original build plan though, which I guess is what you are needing.

If a better scan or photograph is impossible you might be able to split the image into several Smart Objects and use Warp on those.

And where that proves insufficient Puppet Warp or Liquify might help somewhat.

But as has been pointed out the posted image would make for problematic source material.

If you have that paper document scan it better press it down flat.  The picture you show curves loose too much and the distort is not perspective it more warpe than that.

    What is your goal here?

This image is terrible on all levels -- light, shadows, camera angle, document distress...

I just need to align the lines of the drawing, the rest of the issues I can solve
