I no longer have the same guides that allows me to expand and scale my layer. what do I do?

I was able to expand and adjust this layer, now I have this blue box every time I click on a layer.  did I press something incorrectly or is this the new photoshop update?

That blue box is Layer Edges (View>Show>Layer Edges)

 

With the Move Tool selected go to the tool options bar and check Show Transform Controls
