I want to put a picture in all of the state outlines.

I would use the place image feature since it is possible to transforme the envelop or even draw it.

It would be a llittle time to draw all the states but doable. and reusable…

You can draw with the pen tool as a shape (not as path) and then convert to images

If you are talking about placing images into USA State outlines, then one approach would be:

1. Find a high resolution image showing the States in plain colors to make them easy to select.
2. Select each State in turn and copy it to a new layer (Ctrl J)
3. Find relevant images to represent each State and place them above the copied outline of the relevant State
4. Clip the image to the State outline layer.

It would be a fun project, but would take a bit of time.

Tell us about the image: is it vector or raster? What is the file format?

What is "6X"?

Which Adobe application are you using that you are calling "2023"? Illustrator? Photoshop? Photoshop Elements? Something else?
