If you are using windows 11 and cannot connect to the Adobe server when you try to install Photoshop, you can install the Creative cloud first and then install it from the menu of the Creative cloud.

Thanks for sharing the info here. Alternatively you may also update Photoshop to version 23.1.0 through the Creaive Cloud app.
