Illustrator to Photoshop specific desing

Hi there, i don't know if i can ask this here but i dont know where else to ask this.

Im trying to create a timeline infografic and during my search and research i came across this tutorial for illustrator bellow, and i was wondering if it was possible to replicate or get a similar desing on photoshop.

I am asking this simply because i dont have illustrator and my machine cant handle another adobe software because i already have 3(PS, AE, PR + Acrobat).
