Image blur problem

Hi, I usually use Adob Photoshop to design and edit photos for my website  [Weblink removed by moderator].  But sometimes I stuck with a problem which is, after the editing or design when I export the image, it becomes so blurry. I have to uninstall and reinstall the software but the problem is still there. Anybody kindly helps me to resolve this issue. Thank you
