Image Blurry When Sent as JPG

When I create an image, I make sure it is in 300 resolution.

When I email the image as a png, it appears fine, but when I do it as a jpg saved at maximum 12 quality baseline standard, it comes out blurry. The image appears fine when opened through the photo folder.

What's the reason for this?

The jpg format is designed for continuous tone images (photographs), and does not work so well with graphics with sharp edges and solid colors. The PNG format is designed for graphics, and is what you should use for this kind of image.

Your e-mail client is probably stepping on image quality.  For best results, zip the image and send it as an attached file rather than embedding it in e-mail.

Every time you save an image in a new file type, you introduce new artifacts and loss of quality.

Save your original artwork as PSD files.  Save copies in whichever file type is required.  But don't save as PNG and then save a PNG as JPG because you're degrading the image each time.
