Image import: Huge quality loss

I work in 24x24 pixels and if I import a 24x24 image into my workspace but it's just blurred and not the original file quality. How can I fix this because it is annoying as hell?

Could you please post a screenshot taken at View > 100% with the pertinent Panels (Toolbar, Layers, Channels, Options Bar, …) visible of the original image and the imported image?
