Image looks more dull than in the phone screen.

ICC profiles give you a correct view of your image in Adobe apps. But only on a correctly calibrated monitor display screen.

If the images look dull on your display screen, then it could be that the screen is set up incorrectly, handheld device screens (since about iPhone* 😎 are quite consistent, one-to-the-other (other than brightness which is adjusted by the viewer)

*with iPhones, for consistency when testing TruTone and Night Shift mode need to be off because that will automatically make the screen yellower to compensate for ambient light as the sun sets.

Recent models of iPad, Android (such as Samsung) and iPhone have factory calibration which is pretty reliable, so they are quite consistent - of course brightness is user adjustable. 

IF your main computer screen is correctly calibrated and profiled and if you save images with the sRGB ICC profile embedded they should reproduce well on an iOS or Android device. My iPhone X matches my calibrated Eizo Coloredge screen very well as long as the phone brighness is close.

If color management is working as it should in Photoshop, that is the correct representation of the image.

Correct color management is a chain with three links:

• an embedded document profile that defines the colors
• an accurate monitor profile set up at system level. A calibrator will do that.
• an application that supports color management and converts correctly from one into the other.

If those three conditions are met, the image will display correctly.
