Image Quality

I want to reduce this image to 72 dpi & 125 pixels wide but it just becomes too blurred. It is an image for a website.

Images on websites are best looked at at 100% (1 pixel on screen is 1 pixel in the image). However, as we have today responsive design, it is not that easy to get the exact size needed. Second best is to design for higher resolution as needed. Letting the browser enlarge images results always in blurry images.

That's right. Responsive design kills images and turns them to mush. Always. Use fixed pixel sizes wherever possible. Even with retina/4K scaling, it looks a lot better.

Could you please post a screenshot of the downsampled image taken at View > 100% with the pertinent Panels (Layers, Channels, Options Bar, …) visible?
