Image size in pixels different than what you see on the rules on in Photoshop

I created an image 1200 x 500 pixels and this says the image is 1644 x 1000 pixels when you look at the image size. My units of measure are pixels, as is what I'm seeing on my screen except when you go to File > Image Size is where the discrepency is. I hope Adobe can get this fixed. I have never encountered something like this before.
