Image static/ grainy error

Can anyone tell what is happening here. I was using this image for a frame by frame video. From jump I was rotating the image frame by frame and exporting the image as a jpg. Before I would fully exporT, “jpeg options” would pop up and I’d just agree to the settings. But overtime I noticed this white grainy quality on the image. Does anyone have any idea how I could get rid of it? Thank you so much for your help.
