Image Tab locks up under simple tasks

For some reason the image I am working on freezes under simple tasks like using the laso or brush tool or just zooming in or out. Photoshop doesnt exactly lock up, I can change layers or tools or select from menus but I cannot tell if it is working. Most importantly I can save the image but I don't see any progress bar at the bottom but it does save, and strangely back in Lightroom, the image preview is blank white. If I have another image open I can go to that tab and everything works fine, but if I go back to the locked-up tab it now displays the other image and is still frozen. If I go to Window/Arrange/New Tab with File, I am back in business. The original frozen tab is still frozen but I can just close it and continue on with the same image in a new tab.

Some specs and background. I am new to Windows, been using Photoshop on Macs for 25 years, and I am not very happy about it because of lots of little nuisances like this across the board. Im on the latest Windows 10 pro updated. All drivers are up to date. AMD Razen 3970, 1080ti graphics, 128g ram.

Some clues that may or may not be related...I am working with a Wacom Intous 3 USB Tablet and a Logitech Triathlon wireless mouse and they don't seem to play nice together. Mostly the Wacom. Things like setting the spot to pick up with the clone tool usually doesn't work with the tablet so I have to reach for the mouse. And it seems like when I am crossing back and forth between mouse and tablet is when it happens.

Secondly, once the tab does freeze, the windows Task Manager show the Photoshop/Power Usage is Very High.
