Images enlarged and not adapted to the window, once opened in photoshop

Every time I open an image, it opens maximized rather than adjusted to the size of the window. This was not the case in older versions of photoshop.

I tried to reset the settings and also to reinstall the software but it didn't solve

instead of as before lkike this

As a work-around you could link an Action of View > Fit on Screen to the Open-event in File > Scripts > Script Events Manager.
