Import Images from Device inconsistent PS 24.5

I have Creative Cloud Photoshop v. 24.5. An Epson Perfection V600 scanner. Mac Ventura desktop.

Sometimes, with my scanner turned on, I can launch PS and access File: Import: Import Images from Device with no problem, and immediately scan and save images.

One day later, when I try to access Import Images from Device, I get the error message: "Failed to open a connection to the device (-21345)."

What is going on? The scanner is listed under devices. I can access the scanner via Epson Scan 2 app. But I prefer to scan via Photoshop.

It does work sometimes, so it's not "Twain" or an outdated device or software.

It worked yesterday. Today it will not! How can I fix this?
