In Photoshop 2019, how does one do an unconstrained crop?

I'm using Photoshop 2019 and when I crop I don't have the option to do an unconstrained crop. How can I do an unconsgrained crop where I can crop either the top, bottom or sides without affecting the other borders of the image.

 

The crop video I saw on line was from 2014 and in that video an unconstrained  crop was possible. 

 

Your help would be appreciated.

JUST FOR THE RECORD.....WILL YOU GUYS PLEASE STOP IMPROVING WHAT DOES NOT NEED TO BE IMPROVED!!!

Simple tool like cropping should not need to be spoon fed with fixed ratios and then the user needs to figure out how to do an unconstrained crop in the latest improvement. Making it "easier" does not always make it easier.

The decision making in Adobe products has gotten downright baffling. At this point I'm trying to find alternatives for basically every piece of Adobe software.
