In photoshop Place Embedded is greyed out. How can I solve this to select it?

In photoshop under File the Place Embedded is greyed out. How can I solve this to select it? To add a second layer

I tried selecting Layer New and Layer but that is also greyed out, why would this be?

Look at your options bar. Another reason menu items are greyed out is the you are in the middle of a "feature" (crop, typing, transform, etc.) and need to accept or cancel first.

I also suspect that color mode is your problem. Go to Image > Mode > click on RGB.

Could you please post a screenshot with the pertinent Panels (Toolbar, Layers, Channels, Options Bar, …) visible? 

What are the image’s Color Mode and bit depth?
