Inaccurate print size on 13 x 19 paper using Photoshop CC 2024 and Epson P700

I have a question about improper print size on Epson p700.  I am using Photoshop 2024 CC (also tried 2023 CC version) on a 2023 Macbook Pro with Sonoma 14.4.1.  When I insert 13 in x 19 in paper into the printer and set in Photoshop the "scale to print size" to print 12in x 18in my print comes out about  1/2 in too small on the short side and about 3/4 inch too small on the long side.  When I print on 8 1/2 in by 11 in paper and set the print size to 6in x 9in, the image prints the proper size as measured with a ruler.  I read many posts and have unchecked "scale to print media", scale is at 100%, the paper is set to SuperB (13x19) and in the driver under Photoshop's "print settings" the "scale to print" in unchecked, the paper is set to 13x19 and no borders selected.  I don't understand why the printer prints proper sizes on 8 1/2in x 11in paper and not on SuperB.  The only solution I came up with was to oversize the print to compensate for the error.  I have never had this problem with another printer/app combo.  Does anybody have a solution?  I have read about similar problems with no fixes.  Thanks.
