Inconsistency of Brush Type Availability Across Platforms

Hi Everyone
I use Photoshop through Creative Cloud on my Windows 11 Laptop and my ipad mini. The optional brush packages that are available through the ipad mini link don't seem to be available through my Windows link. I thought the brushes would be in the cloud so I'd be able to access them from either machine. Are they actually stored locally? Is there a way to make them available from the ipad to the windows interface? Thanks for any tips to help me figure this out. An example brush I'd like is called Watercolor Dragger. There are others like Add Paper Texture.

Are these brushes from Kyle Webster? If so, they can be downloaded to both iPad and desktop.
