Invoking Photoshop [2015.5/2017] 0xc000007b, But Works Via Lightroom 2015.5

I am running Win7. When I attempt to invoke Photoshop 2017 (and before that, 2015.5), I get the ugly Application Error (0cx000007b) message. But when I do an 'Edit in Photoshop 2017' from Lightroom 2015.5 it works as advertised. I have tried deleting the C++ Runtimes and reinstalling without effect. I have run the 'sfc' program.

    Hi Dwight,

Could you please try repairing all the Microsoft Visual C++ Redistributable, then restart the computer and try launching Photoshop?

    Regards,

    Sahil

Some of the versions don't 'Repair', but I did 2012 and just installed 2015 to no avail.

For those that didn't 'Repair' I deleted them and reinstalled but still have the problem.
