Iris Blur - No blur adjustment

Hi everyone,

I'm running Photoshop 21.0.1 and am trying to use Iris Blur, but the 4 inner anchor points do not appear, and the central ring only works to move the blur around.

I've already tried resetting the application preferences but that has not helped.

Any idea on why this could be happening and how to fix it?
