Is it possible to fix the lighting on this image?

I am fairly new to photo editing and have yet to figure out how to fix this without making it look over edited. I am beginning to think it is not possible. I have tried the camera raw filter and adjusting the haze, but that does not get rid of the streaking. The first image is the original and the second is my attempt to fix it. Any suggestions would be greatly appreciated. Thank you!

    It's a lovely picture, but probably a bit too compromised to fix without an awful lot of work, and most of the work would be rebuilding the image, rather than trying to correct its existing pixels.  That means borrowing content from  other images, and manually painting other detail back in, like hair.  The stripe effect from the flare would particularly difficult to fix without the edit looking obvious.  This was about ten minutes work.  You could spend hours doing a proper job, and you'd only get another 5 1o 10% out of it.

    You would have the advantage of knowing how it should look though.  I can see the hint of a necklace, but I could only gues what it should look like.  Or you might be a purist, and think that a photograph should always remain a photograph, and never a painting.
