Is It Possible to Make and Edit Shapes with Actions?

Hi All,

So I was trying to create an action where I would create a rectangle frame via shape with the pen tool.  Then I would duplicate that shape several time and change the color of a few of the layers and add different amounts of gaussian blur to each layer....all to ultimately create a neon type glow light as you can see in the picture.  However, once  I try to run the action a notification comes up saying, "the command select is not currently available."  It basically brings this or variations of it up a bunch of times and ultimately fails to do any of what I created in the action.  Is it not possible to draw and lines/shapes and edit them with an action?  I'm just trying to use actions to create the neon lights of a few different shapes and sizes to go with each image. what am I missing here?
