I have a photo with dimension 160X120 pixels. The size of the image is 7,98 KB. Is it possible to transform this image to high resolution image by using Adobe Photoshop?

You can use Photoshop to make the image much larger (Image > Image Size). But the results, starting with such a tiny image, will just be a big blob. You can scale 4x or more, but for a 160 pixel image you'll never be able to print more than postage stamp size at high resolution.

The problem is enlarging increases the amount of pixels, not the amount of detail in an image.

Always shoot or scan at the highest setting of your camera or scanner. Storage is very plentiful now.
