Is my specs enough to run Photoshop?

Hi! I'm planning on buying a new laptop. This is its specs:

- Intel Core i7 8:e gen. 8565U / 1.8 GHz. Max Turbo at 4.6 GHz.

- 256 GB SSD - (M.2) PCIe - NVM Express (NVMe).

- 16 GB RAM.

I was wondering if this type of computer is functional to run Photoshop at a decent rate, even though Adobe recommends owning a processor at a minimum of 2.0 GHz?

Photoshop system requirements

Meeting the Adobe minimum requirements assures you, in the event of any malfunction, it is not the possible source of the malfunction.  If. you could get by with less than specified it would be in Adobe's interest to post it.

But can't I run Photoshop on turbo mode with 4.6 GHz instead?

I would go with a larger SSD.

I assume you will be using an external hard drive for your photos.

Yes, an external hard drive is my plan. Does this change the matter?
