Is Photoshop still supposed to open the program when using a droplet?

Just created a droplet for resizing images in Photoshop CC 2017, and when I drag the image over into the droplet, Photoshop launches and opens.
The droplet is carrying out the action fine, I am just curious as to if it supposed to open the actual program.

Is it supposed to open Pshop or did I do something incorrectly?
