Question

Is there a way to center items pasted into a new PSD?

I've just recently upgraded to Photoshop CC 2019 (I had reverted back to 2017 because I really dislike a lot of features of 2019 but due to an issue that appeared for the first time and some work deadlines I've been forced to "upgrade" to 2019) and I'm having some workflow issues. I've thankfully been able to turn off the horrible new transform tool features, but now when I paste anything into a document, it aligns it to the top of the document rather than pasting it dead center. I used to be able to paste in anything (raster of vector) and the center transform point would be in the center of my document. If there's a way to change this behavior to center everything upon paste, that would be amazing.

I am not exactly getting your problem either, but if you drag something from one document to another holding shift or use the Layer>Duplicate Layer, it will copy to the document center. If you are transforming and want to transform from the center, use Opt/Alt. Hope that helps.

Either you are not communicating your issue clearly or I just can’t reproduce it. When no selection is active Photoshop CC 2019 appears to paste just as expected.

Please post meaningful screenshots to clarify.

By the way Photoshop 2020 is the current version; so you might (your computer and OS allowing) just as well upgrade to the current version and get it over with.
