Is there a way to export a Photoshop Video Timeline to Premiere (or AfterEffects)?

Is there a way to export one's Photoshop video timeline with all of its carefully timed layers directly into a new Premiere file with all of those layer timings preserved? Or for AfterEffects, for that matter?
