I am a beginner. Is there a way to remove some of the sun from the face on this picture?

There is just enough information left here that it's possible to expand the tonal range back to almost normal. The trick is to make the necessary adjustment and then carefully brush it in with a soft low opacity brush. Splitting it up makes it easier to control.

But as you can see, that exposes further problems. An ugly orange blotch appears, and some ray-shaped flares that need to be individually removed. Yes, it's possible, but make no mistake, this means a bit of work. There's no magic button!

And the more you try to fix, the more problems turn up. This will never be "good", but maybe better:

Lots of ways you might want to correct this. I might try converting it to a smart object and using the camera Raw filter. Then I would use the brush tool to correct the effected area. Dehaze and or clarity wound be my first choices. Then just basic contrast and tonal adjusents.
